The Ministry of Road Transport and Highways directed all the states and Union Territories to allow sale and registration of electric vehicles (EVs) without batteries. This will encourage the use of swappable batteries and accelerate the EV market in India, reducing upfront cost of buying an EV.

Almost 30-40% of the cost of an EV is for the battery, & is the costliest part in the EV. With this policy in place, the initial cost of buying an EV will reduce drastically and promote the sales. Also probably bringing a subscription service like battery swapping at common points like a fuel bunk will not only reduce the burden on the EV owners but also promote entrepreneurship & jobs to people with a brand new market opening up.
